The
March 28, 2000 meeting of the board was called to order by President Nancy
Towslee. Directors Murray McCreary, Curt Culver, Jeff Anderson, Jim Dyer and
John Elliott were also in attendance.
After reviewing the agenda and consent calendar,
both were approved by the board.
The majority of the meeting was spent in a major
discussion/work session on the pending BPA power sales contract, which will go
into effect October 1, 2001. General Manager Speckman recommended that Salem
Electric lock up as much power from BPA as possible and for as long a period as
possible.
It was expected that following tonight’s review,
the board would make some recommendations to staff regarding a formal
application to be brought back to the board for final approval at the April
meeting.
Paul O'Neal, Account Executive from BPA, led a
discussion with the board and provided a number of handouts reviewing the types
of contracts, rate formulas, and contract time lines.
O'Neal indicated that BPA was striving for
customer contracts that would expire at different times, e.g. one, three, five
and ten-year intervals. He doubted that twenty-year contracts would be
considered.
Environmentally preferred (green) power options
and projects were discussed. O'Neal indicated that there was a growing public
awareness and acceptance of "green" power.
After much discussion, board member Anderson
offered several suggestions to O'Neal and staff to draft a proposed contract to
be brought back to the full board at the April meeting for modification and/or
approval.
Jack Belleque reported that the audit had been
completed and went smoothly. A report to the board is due in April.
On March 24, 2000, the first publication of
unclaimed capital credits was published, covering about $78,000. The list will
be published again in April, May and June.
Terry Kelly reported on the safety presentation
that is available for 4th and 5th graders. The presentation includes a video on
some hazards line crews deal with. Kelly said the program is very well received
by schools.
Bob Speckman reported that everything is on
schedule for the annual meeting on May 9. Only two petition packets have been
requested for the two open positions on the board–by incumbents Anderson and
Towslee.
Natalie Reding, a student at McNary High School,
has been selected as our first student to attend board meetings under the
Leadership Youth Program. She is the niece of Salem Electric Engineer, Nick
Reding.
