Minutes of the Meeting Held on:

October 24, 2000

The meeting was called to order at 7:00 p.m. by President Nancy Horn. All board members were present. Administrative Services Manager Jack Belleque reported that the capital credit notices and payments for 1979 and 1980 have been sent out. He also stated that Salem Electric would be undergoing a depreciation study as recommended by our auditors.
     Member Services Manager Terry Kelly advised that Salem Electric had received several awards recently from the Northwest Public Power Association on our various internal and external communication pieces distributed throughout the year.
     The bulk of the meeting was spent reviewing the proposed 2001 budget. Staff was once again complimented on the thoroughness and quality of the budget document. Each area of the budget was reviewed with questions received from board members.
     Major anticipated construction projects were reviewed by Engineering and Operations Manager Roger Kuhlman. This included early construction projects for the high school in West Salem. It is anticipated that 125+ new residential lots will be developed in 2001.
     The board voted unanimously to hold next year’s annual membership meeting on Tuesday, May 8, 2001.
     The regular board meeting adjourned at 7:54 p.m. The board reconvened in executive session.

Roger Kuhlman, Salem Electric’s Engineering and Operations Manager, received the Co-Operator of the year award from the Oregon Rural Electric Cooperative Association. Roger, the first non-elected official to receive the award, was chosen for his outstanding efforts representing Oregon’s cooperatives on industry regulatory issues. Congratulations to Roger for being recognized for his contributions to the industry.

Radon Gas

As reported over the last several months, all Salem Electric (SE) customers are eligible for radon gas monitoring. Through an agreement with the Oregon Research Institute (ORI), SE customers’ homes with smokers receive a kit for free, with non-smokers paying only $7.00 (a 75% price reduction). ORI received a grant to study the relationship of tobacco smoke and radon. This allowed them to offer the test kits to smoking households at no charge.

Notice of Director Elections

Salem Electric’s 2001 Annual Meeting is scheduled for Tuesday, May 8, at 7 p.m. at the Salem Electric office, 633 Seventh Street NW.

Two positions will be up for election at that meeting:

Position 3:  Currently held by Curt Culver
Position 4:  Currently held by Murray McCreary

An individual can achieve nomination for a director position only by written petition as provided in Bylaw 4.4(a).

Bylaw 4.4 NOMINATION AND ELECTION OF DIRECTORS.
     (a) Nominations for Director positions shall be made by written petition not less than 30 nor more than 90 days prior to each annual meeting of the members of the Cooperative for those Director positions scheduled for election. Petitions shall be signed by not fewer than one percent of the members of the Cooperative of record as at the preceding December 31 and delivered to the Secretary of the Cooperative and posted at the principal offices of the Cooperative at least 30 days prior to the meeting. No nominations may be made from the floor at the meeting. A notice identifying those Director positions scheduled for election shall be mailed to the membership at least 120 days prior to the annual meeting.
