Board Meeting
November 27, 2001
The
meeting was called to order by President Elliott at 7:00 p.m.
with a quorum present.
President Elliott welcomed Paul Ennor
to the board.
The meeting agenda and consent
calendar were approved.
Jack Belleque, Administrative
Services Manager, reported on capital credit revolvement and
how the process has been streamlined over the years. Jack
stated that $842,000 has been paid out this year.
Roger Kuhlman, Engineering and
Operations Manager, reported on completion of undergrounding a
major feeder line at the north end of Salemtowne.
Terry Kelly, Member Services Manager,
reported that 10,000 energy-efficient CF bulbs have been sold
to Salem Electric customers through the Bonneville Power
Administration Coupon Program. Terry said the 2002 annual
report will focus on technology and how it has changed in the
industry over the years.
Bob Speckman, General Manager,
welcomed Paul Ennor to the board and discussed the board
orientation tour scheduled for late January 2002.
Bob reported on the bylaw-required
notice of director elections for positions 5, 6, and 7 being
advertised in the "Information Bulletin" in
December. The annual meeting and director election was moved
by board action to May 14, 2002, to avoid conflict with the
national legislative conference.
The 2002 budget was approved by a
motion from Anderson and a second from Bonesteele.
There being no new business, the board
adjourned at 7:36 p.m.

Board
Vacancy
Salem Electric's Board of Directors is soliciting
interested members to fill a vacancy on the seven-member
board. To be eligible for consideration, candidates must meet
the following bylaw requirements:
• Be a residential member of Salem Electric, having
lived on the service for at least two years.
OR
• Be a designated firm representative of a general
service (commercial) member of Salem Electric.
• You must be a full-time employee or owner of the
company; and
• The company must have been a Salem Electric member for
at least two years.
Members interested in being
considered for appointment to this vacant board position must
contact Salem Electric to obtain an application and
information packet. The deadline for returning the application
is 5 p.m. on Thursday, February 7, 2002.

I'd
like to introduce myself. My name is Paul Ennor. I was appointed
by the Salem Electric board to fill the director position left
vacant when Murray McCreary resigned in September. I'm humbled by
this appointment and I feel quite honored to be entrusted with
this responsibility. I promise to do my very best to serve you,
the customer-owners of Salem Electric. You may wonder how I came
to be appointed as a director. It was quite a simple process
really. Along with six other individuals, I responded to Salem
Electric's call for volunteers to fill the vacancy. After the
selection process, at a special board meeting on November 8, I
was appointed. My selection came as quite a surprise because I
have never been well known to any of the current board members
and I'm not at all politically connected. My motivation for
serving as a director is simply to offer something back to a
community that I feel blessed to have lived in all my life.
Enough about the process, let me tell
you a little about myself. I am a native Oregonian born and
raised right here in Salem. I grew up in the Brush College
neighborhood of West Salem and attended Brush College Grade
School when it had only two rooms. I was in the first class to
open Walker Middle School; I graduated from high school at South
Salem and got my post-high school education in computer
programming at Salem Technical Vocational Community College (now
known as Chemeketa). After graduation I went to work for the
Oregon Department of Forestry where I worked for 30 years until
my retirement in 1999. I moved away from West Salem for about ten
years and lived in East Salem, but my heart remained in West
Salem, and in 1977 I returned, buying a home on Parkway Drive. In
1988 I purchased my boyhood home in the Brush College
neighborhood and returned to live in the house that my parents
built in 1950.
Living in a large, old, all-electric
home teaches you a lot about conservation and energy efficiency.
Even before it was promoted heavily by Salem Electric I took
steps toward energy conservation in my own home, converting
high-use light fixtures to compact fluorescent light bulbs,
lowering the water heater thermostat, and installing a heat pump.
Believe me, all these things cut the kilowatt-hours you use in
your home. I know because I've kept an eye on that part of my
bill for years.
Even with these conservation measures,
recent rate increases have hit our family budget just like they
have many others. What's important to remember is that Salem
Electric's rates remain the lowest in Salem and Salem Electric's
service is second to none. Because Salem Electric relies on the
Bonneville Power Administration (BPA) for the electricity you
use, we remain at BPA's mercy when they raise rates. Salem
Electric, through good management and cost containment, has
managed to keep your electricity rate increase well below the
percentage of Bonneville's wholesale increase. It is my goal as a
director to do all that I can to help Salem Electric keep rates
low, service levels high, and maintain the innovation that has
been a hallmark of Salem Electric from its very beginning alive
and vibrant.
I thank the Board members and officers
of Salem Electric for giving me the opportunity to serve you the
customer-owners of Salem Electric. I look forward to this
challenge.

In
Memoriam
A. Curtis
Culver
1935 — 2001
It
is with great sadness that we report the death of Curt Culver.
Curt died on Friday, November 30, 2001. Curt was appointed to the
board in 1996 and was re-elected in 1998 and 2001. He served as
Secretary/Treasurer in 1999 and 2001. Our deepest sympathies go
to Curt's wife, Mary Jean, and his family. He will be missed by
all of us.
