Board Meeting Summary
March 16, 2004

The meeting was called to order by President Jim Dyer. All members were present, excluding Joe Van Meter, who had a meeting conflict. Also in attendance was the Leadership Youth Representative Rachel Knotts.
     Jack Belleque, Administrative Services Manager, reported that the auditors will be at the April board meeting to give their audit report. Belleque provided a handout which illustrated the taxes Salem Electric paid to government agencies over the past three years. These agencies included City of Salem, City of Keizer, State of Oregon and Marion and Polk counties.
     Roger Kuhlman, Engineering & Operations Manager, provided a brief update on the Request for Proposal (RFP) for wind power. Nine or ten proposals have been received on six major projects in Oregon and Washington. Our consultant is continuing his work and hopes to have some preliminary reports to review next month.
     The Leadership Youth report was given by Rachel Knotts. She reported on
a 2003 event where the students went to the Marion-Polk Food Share headquarters and sorted between two and three tons of food in a single day. Knotts said the program is run very well and she appreciates the various experiences she is getting.
     Member Services Manager, Terry Kelly, updated the board on the scholarship program; there have been 72 applications filed for Salem Electric’s ten $1,000 scholarships. Salem Electric’s staff will verify the applicants are qualified members of Salem Electric households. Kelly also reported that the new Energy Star Lighting Program has begun.
     Manager Bob Speckman provided a brief update on the Northwest Requirements Utilities (NRU) activities. He said the NRU has been working hard since the settlement agreement failed. As of this time, Pacific Power and Puget have agreed to something which could possibly be put into effect without involving other utilities. The main issue of concern is a $200 million litigation penalty. John Saven, Director of the NRU, believes Bonneville and the IOUs are ready to sign a contract.
