Member Assistance Program Salem Electric has a heating bill assistance program for qualifying members. Who is eligible: Salem Electric customers meeting income guidelines with priority to senior citizens and disabled persons. Seniors and disabled persons apply beginning in December, all others apply in January. The Salem Electric household must use electricity as the main heating source. Household income cannot exceed 60% of Oregon's median income. The credit ($75-$150) is limited to one time per heating season.
