Board Information

Forfeiture of Unclaimed Capital Credits: The Board took action to retain unclaimed capital credits, totaling over $437,000, which became payable in 2021 from the year 2007 but remained unclaimed despite notifications of their availability.

Member Assistance Year-End Report: In 2025, Salem Electric provided $222,000 in bill credits to 1,200 members who qualified for assistance with their electricity bills. The application was available as a fillable form on our website, and a total of 525 members submitted their application online.

General Manager’s Report

Tony Schacher reviewed the annual agenda items with the Board and indicated that a decision regarding Tier 2 allocations from the Bonneville Power Administration (BPA) is scheduled for the spring of 2026. In addition, a BPA financial reserves policy surcharge amounting to approximately $30,000 per month will be charged to Salem Electric for the first nine months of 2026. He also reported on the December 17 windstorm, which caused an outage affecting over 13,000 members. Shortly after 1:00 a.m., power went out across the entire east side of our service area and many parts of West Salem. Our Engineering and Operations Department worked through the night repairing damage caused by strong winds and fallen trees.
